The airport has one terminal that consists of three floors, floor -1 is a parking garage for passengers. The renovated terminal was opened in 2018. On the ground floor, you will find the Arrivals hall on the long side (International Arrivals 4, Domestic Arrivals 5 and 6) and check-in desks 1 to 24 on the short side (Departures 1, 2 and 3). The Departures hall, security check and boarding gates are located on the first floor. Upon arrival at Santa Marta Airport, you will find counters of the rental car providers on the right and ATMs on the left.

Latest airport review
If you use this airport and have a little time to kill, find the food court on the upper level. The view (180 degree of the runway, mountains and beach) is hands-down the best view I've ever seen in an airport. I hung out there for a few hours as I arrived early and knew I would have a 4 hour wait to get into the apartment I rented. Barely noticed the time.
The airport has free internet which worked well until I ran past the time limit (2 hours I think).
The taxi ride to town (I stayed in Centro) was 33,000 COP. There is an taxi scheduling office inside the airport (to the right of the baggage claim exit). It was very easy to arrange. The ride took about 25 minutes.
There is a public bus option as well but I did not investigate it.
